    JOB GOALS
    :

    Provide supplemental literacy and dyslexia intervention-related instruction that will enable students to master the reading and writing skills appropriate to age, grade level, and individual capacity.
    Assist the District Testing Coordinator in the administration of campus and district-level tests.
     
    TERMS OF EMPLOYMENT:
    This position is a 10-month contract

    QUALIFICATIONS:
    • Valid Texas teaching certificate in Elementary Education or English Language Arts
    • Experience in teaching reading/literacy instruction and/or intervention in elementary grades preferred
    • Ability and willingness to use current and upcoming technologies with instruction and support
    • Strong organizational, communication, and interpersonal skills
    DUTIES & RESPONSIBILITIES:
    • Teach daily supplemental instruction to groups of students utilizing the established instructional framework with fidelity.
    • Maintain instructional and assessment records for each student including lesson plans, progress reports, and records of oral reading, and writing development.
    • Collaborate with classroom teachers to ensure seamless instructional support.
    • Conduct end-of-year assessments on all students served to document growth and continued progress.
    • Participate in school-based literacy team meetings to serve as a resource for best practices in literacy and/or dyslexia instruction.
    • Participate in creating an environment conducive to the learning and growth of all children.
    • Regularly communicate student progress to parents.
    • Support district and state literacy/dyslexia initiatives and school-community partnerships to advance literacy achievement within the district.
    • Manage multiple groups of students, maintain a consistent instructional schedule (minimize disruptions), and complete tasks within established periods.
    • Interpret screeners and other testing results to plan intervention strategies.
    • Help organize and administer various district tests.

    Ensure that services are provided for special needs students and individualized education plans are provided to meet the needs of all students. Warrant compliance with all state, federal and local requirements.

    Education/Certification:
    Master's degree preferred

    Special  Knowledge/Skills:
    Knowledge of federal and state special education law
    Understanding the individual needs of special needs students
    Ability to communicate with all levels of special needs students and their parents
    Ability to implement policy and procedures
    Ability to interpret data
    Ability to manage budget and personnel
    Strong organizational, communication, and interpersonal skill

    3 years of teaching experience in special education

    Instructional and Program Management1. Oversee the development and delivery of special education curriculum and instructional programs that incorporate district goals and support student achievement. Ensure that curriculum renewal is continuous and responsive to student needs.2. Develop and implement an effective special education referral process and ensure that student assessments and recommendations regarding placement and program management for individual students are completed in a timely manner.3. Monitor the admission, review, and dismissal (ARD) process districtwide. Participate in committee meetings as needed to ensure that students are placed appropriately and development of individual education plans for students are consistent with district procedures. Ensure that student progress is evaluated on a systematic basis.4. Obtain and use evaluative findings (including student achievement data) to gauge special education program effectiveness. Make changes when warranted.5. Ensure that the necessary time, resources, materials, and technology to support accomplish educational goals are available. Encourage and support the development of innovative instructional programs.6. Direct transition services for special education students entering and exiting public school programs.7. Take an active role in the formulating and implementing contracts for special education students receiving services outside of the district.Student Management8. Demonstrate support for the district’s student management policies and expected student behavior related to special education program.Policy, Reports, and Law9. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special education. Recommend sound policies and procedures to improve program.10. Compile, maintain, and file all reports, records, and other documents required.11. Follow district safety protocols and emergency procedures.Budget and Inventory12. Develop and administer the special education budget based on documented needs and ensure that operations are cost effective and funds are managed wisely.13. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.Personnel Management14. Prepare, review, and revise job descriptions in special education department.15. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.Communication and Community Relations16. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.17. Serve as district liaison to community agencies providing services to students and notify parents and students of available services.18. Articulate the district’s mission and goals in the area of special education to the community and solicit its support in realizing the mission.19. Demonstrate awareness of district-community needs and initiate activities to meet those needs.20. Use appropriate and effective techniques to encourage community and parent involvement.

    Job Goal
    In the absence of the regular classroom teacher to help students to learn subject matter and/or skills that are required for scheduled lessons and to provide meaningful instruction for assigned classrooms.

    • Reports to school office at beginning of school day to pick up required materials/schedule of classes and at the end of the school day to return materials.  Follows sign out procedures as prescribed by the principal.
    • Carries out a program of study prescribed in the lesson plans left by the classroom teacher.
    • Creates a classroom environment that is conducive to learning and appropriate to the maturity and interests of the students.
    • Guides the learning process toward the achievement of curriculum goals and objectives as indicated in the lesson plans for the lessons, units, or projects assigned.
    • Employs instructional methods and materials that are most appropriate for meeting lesson objectives.
    • Maintains a neat and orderly classroom.  Straightens chairs, tables, clears chalkboard, etc.
    • Takes attendance in accordance with school procedures.
    • Indicates to students at beginning of class the basic expectations for behavior in the class in accordance with school and Buncombe County Schools policies.
    • Insures that the students are never left unattended in the classroom.
    • May perform duties usually required of absent teacher such as lunchroom duty, hall monitoring, etc.
    • Knows emergency evacuation routes for the classrooms assigned.
    • Knows procedures for referring students who are disciplinary problems.
    • Knows school procedures and regulations. 
    • Performs other related duties as directed by principal

    NOTE: Complaints made by a school principal about a substitute teacher may result in the removal of the substitute from the Substitute List.
