ADULT EDUCATION DIRECT SERVICES MANAGER



Job Goal: To provide compliance support and technical assistance to the HGAC AEL Direct Services Program. Coordinate all aspect of the Adult Education Program in order to facilitate instruction of participants. Provide administrative, technical and material support to program staff to include teacher, aides and support. Serve as the primary point of contact for the AEL program. Will serve as the consortiums Instructional Lead and Quality Assurance Lead.

QUALIFICATIONS & EXPERIENCE
  • Bachelor’s degree required
  • Certification in State approved assessment utilized by Adult Education and Literacy preferred
  • Texas Teacher Certification preferred• Minimum 5 years’ experience in Adult Education
SPECIAL KNOWLEDGE & SKILLS
  • Knowledge of Adult Education and Literacy programs: ABE, ASE, GED, ESL, Career Pathways, IET, and Academy Models
  • Understanding of federal and state AEL objectives, TEAMS data, professional development 
  • requirements and various community resource networks in the GCWB area
  • Strong public relations, organizational, training, presentation, and data management skills.
  • Ability to use technology effectively
  • Proficient in Microsoft Office
  • Effective in compiling reports and development of training materials
MAJOR RESPONSIBILITIES & DUTIES
  • Supervise program staff in the implementation of AEL services in the designated areas of HGAC
  • Coordinate the local recruitment of ABE and ESL adult students, organization of classes, the counseling of students, and in-service training activities for adult programs as stated in the AEL grant
  • Will effectively lead auditing, internal monitoring and observation of work to evaluate compliance with policies and procedures and adherence to contract requirement, development of and adherence to Standard Operating procedures, handling of personal identifiable information (PII), and provision of technical assistance for improvement and enhancement.
  • Will effectively lead contract performance accountability including data management and reporting; Manage compliance with the Texas AEL Guide, The AEL Testing Guide, The AEL Performance guide and applicable AEL and WD letters, and other performance requirements; support coordination of data collection and performance report for all projects funded by contract to expand new service options; serve as the point of contact for staff for questions related to accountability, assessment and data management.
  • Requisition equipment, materials, and supplies; maintain inventory control and make appropriate distribution of materials to teachers in participating sites
  • Perform routine functions such as collecting and checking monthly and annual reports, assembling educational materials for distribution, reviewing required forms for accuracy and completeness, and assist in maintaining records required by ESC, TEA, TWC and other state agencies
  • Write announcements, newsletters, and advertising materials; prepare letters, posters, leaflets, and other recruitment materials for submission to local media and general distribution to adult population. (all written materials to be approved by program director prior to distribution)
  • Assist with collection and compilation of local staff payroll information, preparation of  purchase orders, and maintenance of required fiscal and attendance records
  • Assist with gathering information, writing, and submitting grants for AED Region 6
  • Assist with program data analysis for TEAMS
  • Work with HGAC staff on various deliverables to help obtain the goals of the overall program
  • Oversee all aspects of the AEL program within the HGAC service area
