MIGRANT EDUCATION PROGRAM SPECIALIST



  • Job Goal: Serve as a Migrant Education Program point of contact for the identification, recruitment, and migrant student data for Region 6 and provide professional development and support to LEA staff regarding migrant identified students and coding.

Qualifications and Experience:  
  • High School Diploma
  • Bachelor’s or Associates Degree, highly preferred
  • Texas Teaching Certificate preferred but not required
  • Experience working with databases and information systems
  • Experience working in public education, preferred
  • Experience working with migrant and/or multilingual families/studies, preferred
Special Knowledge & Skills:
  • Oral and written communication skills in Spanish, required
  • High degree of professionalism including strong organizational, communication, and public relations skills
  • Ability to establish rapport and work in collaboration with public school, ESC and state agency personnel
  • Ability to prepare and provide professional development to adults
  • Ability to maintain confidentiality with internal and external sensitive information
  • Detail-oriented and able to submit required documentation error-free and on time
  • Ability to collaborate and work effectively with diverse personalities
  • Ability to utilize current technology platforms and software

Major Responsibilities:

  • Serve as a migrant program contact for Region 6
  • Understand and abide by all program guidelines and assurances stated in the ESC ESSA Basic Services Grant
  • Implement and provide training and support for ID & R, TX-NGS, and MSIX activities in the region per the grant guidelines
  • Work with the Special Programs Component Director, Coordinators, and other ESC migrant staff to establish internal goals for the migrant program
  • Work collaboratively with other ESC migrant program staff to prioritize and meet grant program goals as established by grant guidelines and performance measures
  • Assist and work closely with migrant personnel and PEIMS coordinators to cross reference data and ensure regional data integrity for identified migrant students
  • Communicate a regional timeline to LEAs for data submission to be reported in the TX-NGS and MSIX databases as required by TEA
  • Collect and input all data for identified migrant students in the region into TX-NGS by the established deadlines as required by TEA
  • Collaborate with migrant recruiters to maintain accurate and updated data in TX-NGS for all identified migrant students in the Region and generate required reports
  • Collect and maintain program data and documentation for the grant
  • Provide grant required information as requested for compliance reporting and other TEA grant data submissions by the deadlines
  • Attend relevant webinars and grant approved conferences to support the program
  • Utilize multiple modalities, including distance learning technologies, in person face-to-face, phone, and email for meetings, technical assistance, trainings, etc.
  • Prepare and provide professional development to educators of all levels
  • Develop and maintain positive, professional relationships within the ESC, and with LEAs, TEA contacts, and any partner organizations
  • Work on multiple tasks effectively with minimal supervision
  • Maintain all internal and external required paperwork and program documentation
  • Submit required paperwork and program documentation by requested deadlines
  • Maintain confidentiality with internal and external student and LEA information
  • Perform other duties as assigned
Terms of Employment:   Commensurate with experience

Equipment Used:  Standard office equipment, including personal computers and peripherals
