TITLE I/ESSA SPECIALIST
Job Goal
To
assist districts with Title I and other programs under the ESSA application and
compliance reporting, provide professional development and technical assistance
as outlined in the ESC ESSA support grants and fee service agreement, and
assist districts with ESSA compliance monitoring to impact student success.
Education Master’s degree in education or related field
Certifications Texas Teacher Certification Mid-management preferred but not required.

Major Responsibilities and Duties – General
- Respond to client needs in a professional, courteous and timely manner with current, accurate information
- Utilize multiple modalities, including distance learning technologies, in person face-to-face, phone, and email for meetings, technical assistance, trainings, etc.
- Prepare and provide professional development to educators of all levels
- Follow all federal, state, and local ESC guidelines, policies, and procedures
- Develop and maintain positive, professional relationships within the ESC, and with LEAs, TEA contacts, and any partner organizations
- Work on multiple tasks effectively with minimal supervision
- Collaborate as needed to ensure the mission and vision of the ESC are realized
- Manage calendars to ensure all required meetings and trainings are attended
- Maintain all internal and external required paperwork and program documentation
- Submit required paperwork and program documentation by requested deadlines
- Maintain confidentiality with internal and external student and LEA information
- Perform other duties as assigned
Title I Fee Service
- Serve as a contact for the Title I Fee Service
- Assist with planning, designing, and implementing Title I Part A programs and budgets in coordination with other state and federal fund sources and programs to increase student achievement
- Provide personalized technical assistance and support with the ESSA Consolidated Application and the Title V - Rural and Low-Income Application (if applicable) to include application preparation, budget planning, amendments, and negotiations as needed with the TEA Negotiator
- Assist in creation and dissemination of the Title I, Part A Monthly Checklist and Parent & Family Engagement Newsletter for all Title I, A Fee-Service Districts
- Assist in creating and disseminating the Title I, Part A Monthly Checklist and Parent & Family Engagement Newsletter for all member districts
- Assist LEAs in the development of local forms
- Work with the Title I team and department staff to create metrics and perform periodic needs assessments to determine the menu of trainings for the that can be provided through the fee service
- Attend relevant TEA webinars, trainings, and conferences (as approved) to support the fee service
- Serve as a grant point of contact
- Understand and carry out the duties of the ESC Grants and maintain program documentation per grant guidelines
- Abide by all grant program guidelines and assurances
- Assist LEAs with ESSA Private Non-Profit Equitable Services
- Work cooperatively with other ESC staff to conduct required regional professional development and technical assistance activities as specified in the ESC ESSA Basic Services Grant guidelines
- Provide training and support to LEAs on the ESSA Consolidated Application and the Title V - Rural and Low-Income Application
- Provide technical assistance to all Region 6 districts with fiscal
compliance audits and random validations
